The monitoring requirements for successfully implementing the Water Framework Directive (WFD) will directly depend upon available measurement techniques of demonstrated quality. The WFD will represent a powerful management tool only if monitoring data are of reliable and comparable quality. The costs of wrong decisions based on erroneous data could be tremendous, which justifies that Community efforts are made to ensure that data are produced according to a proper quality assurance regime. Moreover, in what concerns natural waters, concentrations of contaminants are in most cases, very low (trace elements). This places a high demand for the use and validation of powerful analytical techniques, with very low detection limits and that provide rapid, effective and robust analytical responses to monitoring needs.
In the light of the above, the objectives of WaterQual will focus on the use of quality control tools for validation purposes of analytical methods, an inventory of existing methods currently used or under development for water monitoring, an inventory of reference materials (RMs) for water chemical analysis, the comparison of analytical methods through laboratory-based studies and validation of techniques that allow achieving lowest detection limits requirements for water analysis (such as ICP-MS).
